It is well known that we have a great many small and medium sized technology companies, some of which are well placed to provide innovative solutions to a diverse range of needs. Many government departments and public organisations procure technology, or aid development of technology through a range of methods. Some public money is given in grants, and some is provided through means of contracts, which are often the result of some tender or competitive process. Procurement rules are complex and this is often added to by European regulations. To compound this further, there are significant sectoral differences that make the true picture of public procurement of technology innovation one that is difficult to measure.
This survey focusses particularly on healthcare and life science SME's and seeks to better understand the nature of any public funding, and the interaction companies have with the awarding authority (where applicable). Also, it seeks to get the views of participants on how we're doing with respect to actually stimulating technology innovation. This is though a very brief survey, designed to give a quick snapshot.
